| 1. RULES 規則 1.1 The Yacht Race will be governed by the “ rules ” as defined in the ISAF Racing Rules of Sailing. 本賽事規則是依據 ISAF - RRS 規則辦理。 1.2 The prescriptions of the Chinese Taipei Sailing Association will not apply. 中華民國帆船協會規章不適用於本規則。 2. NOTICES TO COMPETITORS 參賽者通告 Notices to competitors will be posted on the official notice board(s) located in the Pi-Sa Fishing Harbor . 公告欄位於碧砂漁港。 3. CHANGES TO SAILING INSTRUCTIONS 航行指示書修訂 Any change to the sailing instructions will be posted before 09:00 hrs on the day it will take effect, except that any change to the schedule of races will be posted by 18:30 hrs on the day before it will take effect. 任何航行指示書的修改，將於生效當日 09 ： 00 時前公告。任何競賽時程的重大更改 將於生效前一日 18 ： 30 時前公告。 4. SIGNALS MADE ASHORE 岸上信號 Signals made ashore will be displayed from the official flagpole located in front of the Tent Station. 岸上信號將展示於工作站帳篷的旗桿上。5. 6. RACING AREA 比賽區域 Racing area will be outside Pi-Sa Fishing Harbor , around the Keelung Island . 比賽區域於碧砂漁港外，環繞基隆 島 海域。 7. THE COURSE 比賽航線 Attachment shows the Around Island Race Course 如附件繞島賽航線圖。 Startline 起航線 → Around Island(Portside) 以左舷繞島 → Finishline 終航線。
8. MARKS 標誌 8.1 No marks will be on the race course see Attachment. 在航線上沒有標物，如附件繞島賽航線圖。 8.2 The starting marks will be Main Race Committee boat Flag and Red Buoy to make the starting line. 起航線標誌由主競委艇上旗幟與紅色浮標之間連線為起航線。 Any changes to the start/finish line will be announced at the race briefing prior or via VHF before the starting sequence. ●如果起航線及終航線佈標不順時，將於賽前會議或經 VHF 於起航程序前宣佈。 8.3 The finishing marks will be the same as the starting line. 終航線標誌同起航線的標誌。 8.4 All boats must leave the Island on PORT side. 以左舷繞行基隆島。 9. STARTING SYSTEM 起航信號如下：
*CTSA Flag = Chinese Taipei Sailing Association ' s Flag. 10. THE START LINE 起航線 The start line will be between the pole displaying CTSA flag on Main Race Committee Boat and Red Buoy. 起航線由主競委艇上 CTSA 旗幟與紅色浮標之間連線為起航線。 11. STARTING TIME LIMITED 起航時間限制 A boat starting later than 10 minutes after her starting signal will be scored Did Not Start (DNS). 未起航時間限制 10 分鐘，超出者計分為 DNS 。 12. THE FINISH LINE 終航線 The Finish line will be between the pole displaying Keelung City Flag on Main Race Committee Boats and Red Buoy. 終航線由主競委 艇 上基隆市府旗與紅色浮標之間連線為終航線。 13. FINISHING TIME LIMITED 終航時間限制 Boats failing to finish within 60 minutes after the first finishing boat or 3 hours after the start, whichever comes first, will be scored Did Not Finish (DNF). 終航時間限制在首艘船終航後 60 分鐘 或 起航後三小時內，擇取最先到者，超出者計分為 DNF 。 14. SHORTENING COURSE 縮短航線 When RC boat displayed 『 S 』 flag, the Finishline will between the RC Boat and Keelung Island Light House (N 25? 11' 41" • E 121? 46' 44"); The RC boat will be on the proper race course. 當競委艇升上 『 S 』 旗時，終航線將於競委艇與基隆島燈塔 ( N 25? 11' 41" • E 121? 46' 44") 之間連線為終航線；競委艇將於比賽航線上的適當位置。 15. RECALL 召回 14.1 When Individual recall, RC boat will displayed X flag plus one sound signal, recall boats shall return to the otherside of startline, and re-start. 如有個別召回事件發生，競委艇升起 X 旗並發出音響信號一聲。被召回之船隻必須繞回起航側，重新起航。 14.2 When General recall, RC boat will displayed First Substitute flag plus Two sound signal. 全體召回時，競委艇升起代一旗並發出音響信號二聲。 14.3 Recalled boats shall return to the otherside of startline and re-start, otherwise they will be scored DNS. 被召回之船隻，必須繞回起航側重新起航，未按規定起航計為 DNS 。 14.4 X flag 、 First Substitute flag will undisplayed 4 minutes after the start. X 旗、代 1 旗於起航後 4 分鐘降下。 14.5 RC boat may use VHF Ch#72 to call those who violated Individual recall signal. Standby on channel. 競委艇也可能用 VHF Ch#72 呼叫違反召回信號的船艇，請守聽在頻道上。 16. PENALTY 罰則 Penalties for Breaking Rules of Part 2, following Rules 44.2, by Two-Turns Penalty. 違反 RRS 第二章規則的處罰，依 RRS 第四章 44.2 規定，得以繞 2 圈自罰。 17. PROTESTS 抗議 16.1 Protests shall be delivered within the protest time limit. The protest time limit is 40 minutes after the last boat has finished the race. The station will display the B flag. 抗議受理時間為比賽當日終航時限起迄 40 分鐘內，陸上管制站將升起 B 旗旗號， 抗議 ( 仲裁 ) 委員會將視情況延長抗議時限。 16.2 Decisions of the jury will be final as provided in rule 70.4. 依規則 70.4 抗議 ( 仲裁 ) 委員會的裁決為終決，不得再提上訴。 18. SCORING 計分 Scoring by Handicap System. Around Island Race Distance is approx 8.5 Nm. 以差別計分制計分 ( 繞基隆島約 8.5 Nm) 。 本比賽適用 ORC Club Scoring Selection 之 B. Time-on-distance (GPH) 規定。 Corrected Time = Elapsed Time- (GPH x Distance) CT = ET- (GPH x D) 說明： (CT ：修正時間 ) 、 (ET ：航行時間 ( 秒 )) 、 (D ：距離 ( 8.5 海浬 )) 、 GPH ：各船型數值 19. SAFETY 安全 In the race period, boats should maintain standby on VHF Ch#72. 航行時保持守聽 VHF#72 頻道。 ROC Coast Guard Local Tel No. 118 台灣海巡署電話 118 。 20. LOCAL TIDES & CURRENTS 海域潮流 Current between south tip of Keelung island & mainland ； When FLOOD tide, current direction toward to SE, and when EBB tide, current direction toward to WNW, both currents direction speed are 3.5 knots. ● Watch the strong current on the Island of South-West side and depth. 注意基隆島西南端的強勁海流及深度。 潮流：基隆島南側與中山島之間 ─ 漲潮時潮流向東南，流速 3.5 節；落潮時潮流向 西西北，流速 3.5 節。
21. DISCLAIMER OF LIABILITY 責任放棄 Competitors participate in the regatta entirely at their own risk. See RRS rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. (1) 、 參賽船隻對自身危機負完全責任。 (2) 、 參賽船隻自行決定是否參加或繼續比賽。 組織委員會與競賽委員會不負任何形式之責任。（ RRS 4 ） (3) 、 組織委員會與競賽委員會不負責參賽船隻的耐航性及其備品之健全性。 (4) 、 組織委員會與競賽委員會不負責參賽船隻或人員在賽期所遭遇之任何損害或事故。 (5) 、 競賽委員會在準備信號發出以前，有權拒絕不守規定船隻的參賽。（ RRS 76.1 ） 22.
