1. 競賽日期 Race Dates 2008 基隆市重型帆船國際邀請賽 ，定於 2008 年 5 月 3 日 於台灣基隆舉行。 2008 International Yacht Race, will be held on May 3 nd 2008 in Keelung , Taiwan . 2. 競賽場地 Race Venue 2008 基隆市重型帆船國際邀請賽 ，競賽岸上場地位於基隆碧砂漁港區，競賽區域於基隆港 外環繞基隆島。 The 2008 International Yacht Race, shore venue will be Pi-Sa Fishing harbor Keelung , and racing area will be held outside Keelung Harbor around the Keelung Island . 3. 競賽組織 Organizing Authority 2008 基隆市重型帆船國際邀請賽 ，由中華民國帆船協會授權其屬下重型帆船委員會組織承辦。 The 2008 International Yacht Race, will be held under The Keelboat Committee of Chinese Taipei Sailing Association, the authority with the approval of the Chinese Taipei Sailing Association. (1). 指導單位：交通部觀光局 Tourism Bureau, MOTC 行政院體育委員會 National Council Physical Fitness and Sports 中華民國帆船協會 Chinese Taipei Sailing Association(CTSA) (2). 主辦單位：基隆市政府 Keelung City Government 基隆市體育會 Keelung City Sports Federation (3). 承辦單位：基隆市體育會帆船委員會 Sailing Committee of Keelung City Sports Federation (4). 協辦單位：外交部 Ministry of Foreign Affairs 交通部 Ministry of Transportation and Communications 新聞局 Government Information Office 農業委員會漁業署 Fisheries Agency, Council of Agriculture 海岸巡防署 Coast Guard Administration 基隆市議會 Keelung Municipal Council 基隆區漁會 Fishery Union of Keelung Region 中華民國帆船協會重型帆船委員會 The Keelboat Committee of CTSA 國立台灣海洋大學 National Taiwan Ocean University 台北市帆船協會 ( 外洋 )Taipei Offshore Sailing Association 4. 語言 Language 英文為本賽事的正式語言。 English shall be the official language of this events. 5. 規則 Rules 5.1 2008 基隆市重型帆船國際邀請賽 ，只適用 RRS 規則，其國家規則並不適用。 The 2008 International Yacht Race will be governed by rules as defined in The Racing Rules of Sailing. The prescriptions of the national authority shall not apply. 5.2 航行指示書或補充規定，將於報到時發佈。 Sailing Instructions or Supplementary Instructions will be issued at the time of registration. 6. 仲裁 The Jury 國家仲裁會執行 RRS 規則，根據 RRS 70.4 其決定為最終判決，不得上訴。 An National Jury will be constituted in accordance with RRS Rules. Decisions of the National Jury will be final and not subject to appeal as provided in RRS 70.4. 7. 廣告 Advertising 根據 ISAF Regulations, Part IV - 20 Advertising Code(20 廣告規章 ) ，本賽事屬Ｃ類，各船有展示廣告時，應將廣告細節於報名時報告大會，與贊助商衝突或違反當地習俗者，大會保留核准權利，或只在大會指定部位才可展示。 According ISAF Regulations, Part IV - 20 Advertising Code ： This race is designated as a Category C event under ISAF Advertising Codes. Boats with advertising material incorporated shall include details with their Entry Form. The Organizing Authority reserves the right to forbid items of advertising which may conflict with Organizing Authority sponsors, or in any way offend Local country laws or customs by their nature. but Organizing Authority can assign only which part of boat can be display. 8. 預定時程 Estimate schedule of events ： 2008 年 5 月 3 日 , May 3 nd , 2008. 10:00-10:30 賽前會議 Race Briefing 10:30-10:45 開幕典禮 Opening Ceremony 11:30-14:30 環繞基隆島帆賽 2008 Keelung International Yacht Race 14:30-15:30 用餐 ( 餐盒 ) Lunch time (Lunch box) 15:00-16:45 船艇開放參觀 ( 限量 ) Open boats for public visitor (Limited) 18:30-21:00 基隆市政府 餐宴 & 頒獎 Dinner & Prizegiving 9. 計分 Scoring 以差別計分制計分 Scoring by Handicap System. 繞基隆島帆賽約 8.5 海浬 。 Around island race distance is approx 8.5 Nm. 10. 報名及費用 Entries & Entry Fee 所有報名參加此台琉友好親善國際帆船競賽由基隆至石垣，為當然參賽環繞基隆島船隊 ( 其報名費已含 ) ，其他在台灣報名的帆船需於 4/15 前完成報名，而費用每艘船新台幣 $3,000 元整，每位航員新台幣 $1,000 元整。 This race is part of 2008 Friendship Yacht Race from Keelung (Taiwan) To Ishigaki (Okinawa), all boats register above race shall automotive be a part of Around Keelung Island Race and entry fee is included, for local boat must register before April 15, the fee per boat NT$3,000. and each sailor NT$1,000.

12. 責任放棄 Disclaimer of Liability 主辦單位、競委會、賽事贊助商及其代表、官員、組織成員及志工們，只接受無過失責任，不因賽事致使任何人員死亡、財物受損、人員受傷或損毀，參賽者需完全自行承擔其風險。 The Organizing Committee, the Race Committee, the Regatta sponsors and their representatives, officers, members and volunteers accept no liability whatsoever for any loss of life, property, personal injury, or damage caused by or arising out of the Regatta. Participants compete entirely at their own risk.
13. 保險 Insurance 參賽者需自行投保第三者責任險。 Competitors must carry a valid Third-Party liability insurance covering all risks.
14. 獎勵 Prizes 前六名各得獎盃一尊。 Top SIX positions will each be awarded a trophy.
